Zone 1 is where the three tour companies are allowed to go with passengers to see the whales. Zone 2 is designated for fishermen and commercial needs.

Laguna Ojo de Liebre is a nesting and wintering site for harbor seals, California sea lions, northern elephant seals, blue whales and—what draws perhaps the most ecotourism—gray whales. The area also serves as a sanctuary for a variety of sea birds, and four endangered species of marine turtle.

Laguna Ojo de Liebre on the Pacific coast of Mexico is the site of one of the largest saltworks in the world. Ojo de Liebre lagoon (also known to Americans as Scammon's Lagoon) extends for over 27 miles inland, and has an average width of 7 miles. It can be described as a series of intricate, narrow channels separated by shallow sand bars. The current in the channels near the mouth can reach speed of up to 5 knots.
